Powell Rejects North Korea's Talks Demand
WASHINGTON (Reuters) - Secretary of State Colin Powell on Tuesday rejected
North Korea's latest demand for direct talks and said North Korea would
complicate diplomacy if it started a plutonium reprocessing plant.
